In migrating my site to a new server the backend comes up normally, but the frontend gives a 

"1064 Oops... Page Not Found!"

error.

I have followed all the suggestions for troubleshooting restored sites at https://www.akeeba.com/documentation/akeeba-backup-documentation/restoration-troubleshooting.html, but have been unsuccessful.

Please let me know what you think is going wrong.

This sounds a lot like there is an error on your site but your template is masking it, not letting us see the actual problem. Edit your configuration.php file and change the debug line to

public $debug = true;

Reload the frontend. It will give a far more detailed error message. Tell me what it is so I can better help you.

Thanks Nicholas, I have edited configuration.php and changed the debug line to

public $debug = true;

but there is no change to the frontend at http://23.21.205.57/index.php

Your template is really making it impossible to debug this issue. Try selecting Cassiopeia - Default as your default frontend template style. This will give us a more detailed error message.
