Hi, can I restore my webpage from the backed up folder from my hard drive?

I need more information than that. Do you have the backup archive files? If so, you can restore your site following https://www.akeeba.com/videos/1212-akeeba-backup/1618-abtc04-restore-site-new-server.html

If you only have a copy of your site's files but not a complete backup and not a copy of your database: no, you cannot restore your site. Your site consists of files and database contents. You need a copy of both to restore it.
