I restored the backup on a new server
the home page works, but any internal page responds

Not Found
The requested URL was not found on this server.

I restored it again, deleting everything before, but it remains the same

Ask your host whether they have enabled .htaccess files and Apache's mod_rewrite on your server. I believe they have not, that's why. WordPress needs support for .htaccess files and mod_rewrite to work properly.

If your site is running on NginX or IIS –two server technologies which are not compatible with .htaccess files and not officially supported by WordPress– you'll have to look online on how to create the appropriate server configuration for WordPress for this kind of web server. Please do keep in mind that you will have a horrible time with third party plugins as they all assume that you're running on Apache with .htaccess and mod_rewrite supported, and use WordPress' built-in features to manage the .htaccess rules they need to work properly.
